Personal Property

Personal property that is subject to assessment includes business property, boats, and aircraft.  It is valued every year so that we can account for depreciation.  If there is a change, like the business closed, a boat was damaged or an airplane sold, it's important to let us know as soon as possible.  We've created a form for that purpose.  For additional information, please call our office at 209.754.6356.

Business Personal Property

Owning a business is an exciting opportunity but it also includes a number of government requirements. Business Licenses are issued by the Tax Collector. When you apply for a Business License, you will be asked to complete our New Business Questionnaire. A copy of that form is available by clicking on the link below. We will use the information you provide on this questionnaire to value your business property. The resulting tax bill will be mailed to the address that you provide.

Business owners can report their BUSINESS PROPERTY to the Assessor on a form that was created by the State Board of Equalization for reporting purposes. The form has room to identify the cost of business property such as office furniture, trade equipment, supplies, fixtures and computers, etc. Business inventory is exempt from taxation.

We obtain more accurate information from Business Property Statements that businesses are asked to file. All businesses with business property that cost in excess of $100,000 are required to file an annual Business Property Statement. The original, signed statement must be filed with this office by April 1. If you fail to file the Statement, a 10% penalty will be added to our estimate of the value of your business property. That penalty is mandatory by law and we cannot waive it so it's important that you are aware of it.

In 2009 we stopped mailing Business Property Statements in order to save money and increase efficiency. We joined with other County Assessors to develop a secure site for you to file your required forms. The site is available to business owners and their designated representatives from early January until early May. The site is designed to maintain the confidentiality of your information.

In order to complete the form electronically, you will need a Business Identification Number (BIN) in addition to your assessment number. You can obtain a BIN by e-mailing a request to AppraiserAnalyst. Your BIN will be supplied by e-mail or by calling our office at 209.754.6356.

Boats and Aircraft

The value of BOATSand AIRCRAFT is estimated by reviewing the purchase price as well as the published sales lists of comparable boats and aircraft. These properties are assessed by the county in which the boat or aircraft was located on the January 1 lien date.
